Broadband networks, like water or electricity, are built over time (not with a single act), with developmental plans. The fact that the pursuit and development of the network (in performance parameters, the extension of coverage or services, etc.) are made based on the strategy's  leads to results obviously different than those achieved on the basis of the traditional telephone operators.

Campobasso government offices are located on several locations, all of them needed substantial improvements in  the connection with the other locations and with Internet.

This need, progressively more urgent, was the starting point of the project: a task force Municipality-AFA Systems has defined the details both in the technical and economic. 
In the first phase ("stone age") a wireless network linking the municipal offices and implementing the coverage of the central city was built. The complex operations, articulated in a precise plan for managing the project, have also concerned the arrangements (rules and infrastructure) connection to the Internet.

The municipal administration, with the new network has finally been able to fully use the software tools that had adopted and at the same time, he stopped to pay substantial royalties telephone.


The second phase ( "iron age") has led to extend network coverage to all urban area, were included in the network also new entrants, such as schools, was launched IP telephony service, which will lead to save even more important. In this phase has been activated a wi-fi Internet access (a so-called hot spots); working in "self-service", people have shown interest in the initiative, without any special advertising.

 

 

Developments

Once, through a wireless network, is available good capacity to transport data (the famous "broadband"), can be gradually turned truly innovative services.
Think about what it means, for example, can be made, for the municipality or with the municipality, new activities, thanks to the network high speeds: the municipality determines a new virtual space that allows for the inclusion into the production of innovative services ( but also the more traditional service center or answering machine) to people (individually or in combination, cooperative, etc.) that, without necessarily having to reach specific locations, can participate, perhaps work. We still think that on the same infrastructure, you can graft services video surveillance for the sensitivities of the city, which are an effective deterrent against smuggling of drugs, acts of vandalism and, in general, against criminal acts.
In the context of network "open", the administration may decide to allow, under the conditions it deems appropriate, access and use the network to third parties, whether public or private, so residential or mobile, through areas the wi-fi connectivity, the so-called hot spots house, from which you can connect to the network, even with advanced mobile phones, thereby opening people's access to municipal services with truly modern methods.
The scenario

E-government and e-democracy are expressions that show how, day after day, you increase the centrality of information technology and communication (ICT) as a means to implement the administrative innovation.
The "technical difficulties" (for features or performance, rising costs, lack of coverage, etc.) become an obstacle sometimes prohibitive to deploy the politico-administrative action: to address this technical difficulties and strengthen the capacity of transmission network becomes a strategic objective. Some technologies today are paying off so as to constitute an important factor discontinuity with the past.
These are wireless networks and advanced IP services, first of all VoIP (Voice over IP).
Moreover construction or upgrading of the network  reduce costs.

 

The fundamental point of the project was build a  network under the functional and operational government of the Administration. 

The resulting scenario is that the Administration certainly makes a strategic infrastructure and at the same time generates economies.
